Panchayati Raj in jammu and Kashmir. 

The first sign of healthy democracy is that collective decisions are made by the people who are most affected by them. 

.. The panchayat i raj in the state of jammu and Kashmir is a symbol of Democratic decentralization. It acts as an instrument of local self government to secure the effective participation of the people in the decision making process and for over seeing the implementation developmental programmes. 

. Structure of panchayati Raj system. 

. In jammu and Kashmir, the panchayati Raj system comprises of Halqa panchayat at Halqa level, block development council at Block level and district planning and development board at District level. 

2 HALQA PANCHAYAT. 

. Halqa panchayat means the area comprising a village or such contiguous number of village's as  may be determined by the government from time to time. 

There shall be a Halqa panchayat  for every halqa. 

. Every halqa panchayat shall have halqa majlis comprising of all the persons whose names are included in the electoral roll for such Halqa panchayat. 

. Every halqa panchayat shall consist of panches not less than seven and not more than eleven excluding the sarpanches. 

The sarpanches, the naib sarpanch and every panch of halqa panchayat shall hold the office for a period of five years from the date of it's Constitution. 

Every  halqa panchayat shall hold its meeting at least once in a month. 

... Powers ans Functions.. 

  1. To prepare the plans for the development of the halqa.                   
  2.  To undertake measures for the implementation of the development plans.                               
  3. Regulations of building,shops and entertainment houses and checking offensive or dangerous trades.                                                      
  4. Regulation of fairs and festivals         
  5. To specifically deal with the problems of soil conservation water management, social forestry, rural industrialization, agriculture and other welfare programs.
      6 . Preparation and implementation of special development plans for alleviating poverty and employment generation through various programmes. 

    7 To be involved in the implementation of scheme of Universalisation of elementary education and other educational programmes... 

 Block Development council. 
For every block in jammu and Kashmir Government shall be notification constitute a Block development council bearing the name of the block. 

The block development council consists of 
All sarpanch and panchayat falling within the block. 

There are special reservation of schedule tribes and schedule caste women. 

Every block have his own chairperson and vice chairman and secretary

The term of office of the block chairperson for the 5 years. For the date of his election's

District planing and development board. 

Each and every district have his own district planing and  development board. 

Chairperson of the block development council of the district. 

Members of parliament representing the area. 

Members of the legislature representing the area within the district. 

Chairman of the town area committee of the district. 
President of the municipal council. 

The chairman of the board shall be elected by the members. Of the district planing and development board from among themselves. 

The vice chairman shall be ejected by the members of the board from the among themselves. 


The district development commissioner shall be the chief executive of the district planning and development board.
