We noted above that federal government have two or more tiers of government. We have so far discussed the two tier of government in our country. But a vast country like india cannot be run only through these two tiers. State in India are as large as independent countries of Europe. In terms of population, Uttar pardesh is bigger than Russia, Maharashtra is about as big as Germany. Many of these states are internally very diverse. There is thus a need for power sharing for power sharing within these state. Federal power sharing in India needs another tier of government, below that of the state governments. This is the rationale for decentralization of power. This resulted a third tier of government called local government.
When power is taken from away from centre and state government and given local government. It is called as decentralization. The basic idea behind decentralization is that there are a large number of problems and issues which are best settled at the local level. People have better knowledge of problems in local localities. They also have better ideas on where to spend money and how to manage things more effectively. Besides at the local level it is possible for the people to directly participate in decision making this helps to inculcate a habit of democratic participation . Local government is the better way to realise one important principle of Democracy, namely local self Government..
Federalism in india...
It means that power is divided between centre and state. The word federalism is not mentioned in Indian Constitution, the power is divided centre has most power tha state it means centre is dominant is all matter so we can say that the federalism is important for india for that time because when india get independence india has that time and today diverse country . We can say that that time is not possible to give powers to state because many princely states in India mostly people are very selfish that time.
Most of the states in India not given much autonomy because many states are princely states. This means that india is diverse that time many religion many caste many ethnic culture in India...
After that in 1992 the power was divided in local level and the first panchayat was made in Rajasthan in 1989 . This means that to take participation at local level.
The power was divided between center state and local level we call it decentralization.....
